Tracy S. Flood is an attorney, advocate, and lived‑experience leader whose career spans more than two decades of legal practice, community service, and systems‑level leadership. Originally from Chicago, Tracy began her journey in Kitsap County while serving on active duty in the U.S. Navy. She went on to earn two bachelor’s degrees from the University of Washington, a Juris Doctor, and an LL.M. in Elder Law from Seattle University School of Law. She also holds a Change Management Certification from Cornell University.
Her legal career includes work in criminal defense, elder law, guardianships, estate planning, family law, and child welfare, as well as service as a Pro Tem Judge in both the Office of Administrative Hearings and Kitsap County District Court. Tracy has held numerous leadership roles across Washington’s legal community, including President of the Kitsap County Chapter of Washington Women Lawyers, President of the Pierce County Minority Bar Association, Chair of the Civil Rights Committee, interim Chair of the Civil Rights Law Section, and two‑term President of the WSBA Foundation Board.
In 2021, Tracy made history as the first woman to be elected to the Bremerton Municipal Court and the first Black woman elected to a judicial position in Kitsap County. Starting the first Kitsap County Municipal Court, Community/Therapeutic Court. Her work has been recognized with multiple awards, including honors from Washington Women Lawyers and the Loren Miller Bar Association.
Beyond her legal accomplishments, Tracy is a community builder and advocate. She has served as President of the NAACP Bremerton Unit 1134 and continues to champion equity, access, and justice across the region.
